줄 거 리 "복수의 연쇄에 종지부를 찍는다!" 평화로운 일상이 시작되려던 그날 아침, 사건이 일어났다. 누군가가 설치한 폭탄 때문에 집 주차장에 세워져 있던 유키히라(雪平, 시노하라 료코)의 차가 폭발했다. 준비를 마치고 학교에 가려던 딸 미오(美央)가 폭발에 따른 폭풍에 휘말려 큰 부상을 당하고 만다. 이 사건은 분명히 유키히라를 노린 것이었는데 대신 죽은 것은 유키히라의 베이비시터였다.
유키히라는 자신이 형사를 하고 있기 때문에 치뤄야 할 희생이 딸 미오와 무고한 다름 사람에게까지 미칠 수 있다는 것을 깨닫고 고민한다. 죄책감에 시달리던 유히키라는 결국 형사를 그만둘까 고민하기 시작했다. 몇 시간 뒤, 유키하라는 TV 뉴스를 통해 테러리스트들에게 병원이 점거됐다는 소식을 듣는다. 그런데 그 병원은 바로 딸 미오가 입원해 있는 곳이었다!
